The problem is that it is highly questionable whether an election to a legislative body can ever be considered a plebiscite on a single issue other than under extraordinary circumstances where contending political parties have divergent answers to a question so urgent and pressing that it crowds out every other issue. Debate surrounding the election must almost exclusively revolve around the single issue.
